Error in Function dAddPortMonitor Error Code 5

I developed A MSI installer using WIX. Through which I am trying to install 32 bit TIFF Black Ice Printer Driver. When I install on WinXP and Win 2000, It is installing fine. When I try to install on Vista it is throwing error "Error in function dAddPortMonitor Error Code 5".
Could somebody help me to come out from this problem.
