Enables setting a fixed height for 1D barcodes. After calling Enable1DFixedHeight, you can set the barcode height using the Set1DHeight function. If the barcode is not set to a fixed height, the barcode height is automatic.

Input value - pDevMode: handle to the BlackIceDEVMODE structure
Return value - TRUE on success, FALSE otherwise.
NOTE: For 32-bit applications, use pDevMode as Integer, instead of Long.
